i bought computer neon and the wires go into this buddy and it has holes cut out for what looks like to a speaker, they are about as wide as a thick needle, but im guessing theres a way to facilitate a make up for em pulse, there arnt any switches though, any ideas?

I have two neon tubes that are in my computer dyed in the wool now and want to hook it up to the floors of my car instead. What and how would I need to do in procedure to pull this off?
