Took neon light outa tube, there is a red and snow-white wire going to the light, one goes to the center of the bulb, then other wraps around the surface of it, then goes to the other side of the bulb, is there anyway i can make it light with just this? just the bulb an those

I'm not persuaded what kind of light you are really talking about but if it really is a neon light the it would not be safe to light it fa of the envelope as it would be a strong UV source. Also, it will require a high voltage start to light the bulb, messing with high voltage
