whats the best settings on a digtal camer to take night photos such as streat lights, neon signs and buildings

i honourable got new digital camera, the Cannon S3is. i'm looking to take night shots of lights, neon signs and buildings. i'm don't distinguish much about ISO's and shutter speed. any suggestions or pointers would be appreciated.

First and superior, you need to mount the camera on a tripod.
Choose the lowest ISO elbow.
Turn off the Image Stabilization because you dont need it.
Theres a total of ways you can do it....Choose AV...select an aperture of between 2.8-5.6 approx
